Can you approve individual line items on the requisition?

Requisitions are approved or rejected in full. However, if the requestor did not mark the "Do Not Allow Changes" box, an approver may delete a rejection line and enter a note to reflect the rejection.

What steps do I need to take if my organization requires that we forward the requisition back to the original requestor?

If your organization requires that the approver return the requisition to the originator, you must set everyone as an "Approver" user type (at least an API) on the Security>Requisitions>Set Up Requisition Users form. You may still prevent users from granting final approval while setup as an "Approver" user type by setting the final approval limit default to zero.
